Introduction
This Terms of Reference intends to seek an English - Russian Translator to provide a capacity building support on Data Visualization for Education Out Loud (EOL[1]) OC1 Grantees based in Regional Management Unit (RMU) Asia Pacific region.
The overall objective of this assignment is to enhance NECs[2]’ capacity to interpret, visualize, and communicate education data effectively for advocacy and communication purposes. Specifically, the training will enable participants to :
  • Understand the importance of visual data storytelling in education advocacy.
  • Identify and apply suitable visualization methods for different education indicators.
  • Develop skills to create clear, impactful data visuals using accessible tools (e.g., Excel, Power BI, Datawrapper, Canva).
  • Strengthen the ability to communicate evidence to policymakers, partners, and the public in compelling and accessible ways.
  • Support in building skills in adapting and using data visualizations for social media communication.
Scope of Work
The English - Russian Translator will be responsible for:
  • Translation written training deliveries from English to Russian  
Deliverables: Training materials and datasets translation (10 presentations, technical guidelines…)
  • Support Training Delivery
Delivery of the co-training sessions (English and Russian).
  • Estimated effort: 60h

Qualifications
  • University degree or college diploma, translation preferred
  • Experience in technical translating – both English and Russian
  • Ability to translate easily in real time (training session)
  • Strong personal skills such as facilitation and communication skills with diverse participants

[2] National Education Coalitions (NECs) play a critical role in promoting inclusive, equitable, and quality education through evidence-based advocacy, policy dialogue, and monitoring of education commitments. Following a Dialogue-Based Learning Needs Assessment with the NECs, and a detailed review of their communication needs through proposals, reports, a short survey and other documents, a need was felt to establish a Learning Collaborative on Media Advocacy.
