Description

 
Under the supervision of the Assistant Harbour Master, Fire and Dangerous Goods Section, the incumbent will oversee the safety of MPA employees and clients in accordance with the regulations. The incumbent will supervise the handling of dangerous goods, and will inspect the port facilities to reduce the risk of fire and incidents. The incumbent will also act as the first responder in emergency and dangerous situations. In particular, the incumbent will:
 
Supervise the handling of dangerous goods:
  • ensure safety by supervising the handling of explosives and dangerous goods on MPA property; and
  • take the necessary steps to ensure the safety of people and the port facilities during an incident (fire, rescue, derailing, etc.) involving dangerous goods (chemical, bacterial, nuclear, etc.).
 
Inspect the port facilities:
  • inspect the port facilities to determine the risk of fire, the physical state of the facilities and any related anomalies;
  • ensure that all equipment meets safety and fire requirements, keep an inventory and supervise their preparation, as required;
  • monitor all dangerous goods used by the MPA;
  • develop intervention plans and emergency/evacuation procedures, and test them;
  • conduct investigations, issue recommendations, prepare reports and follow up on incidents/accidents/fires or during inspections on MPA property;
 
  • report on compliance with regulations, in particular those concerning port authority operations, general conditions of occupancy and the Marine Transportation Security Regulations;
  •  
 
  • take part in the identification of sources of pollution by a) collaborating with different organizations and ensuring that clean-up procedures are followed, or recommending necessary measures to the ship’s captain or agent, and b) taking part in any follow-up on environmental non-compliance cases, as required; and
  • do the different detection instrument readings (risk of radiation, explosion, overheating, etc.) and take the appropriate steps, including calibrating the instruments, as required.
 

Intervene in emergency situations:
  • initiate emergency interventions at the site with the available equipment and resources while awaiting outside help, as required and in accordance with the MPA emergency response plan.
 
Issue permits:
  • issue hot work and enclosed space entry permits, as well as permits for the use of noncompliant equipment in particular circumstances in any area under the jurisdiction of the MPA; and
  • check and approve dangerous goods permits.
 
Ensure training for internal and external workers:
  • develop and provide training on the transportation of dangerous goods, fire prevention and the use of extinguishers for both MPA employees and clients, as required; and
  • respond to requests from clients about dangerous goods (permitted and restricted products).
 
Participate in the continuous improvement of processes in the incumbent’s position or unit, as required.
 
Carry out related duties.
 

Qualifications

 
  • College Studies Certificate (AEC) in Fire Prevention or equivalent.
  • Diploma of Vocational Studies (DEP) in Fire Safety Intervention or Firefighter II.
  • Fire Safety Operations Officer Program Instruction I (an asset).
  • 1 to 2 years of relevant experience.
  • Valid driver's license (Class 4A).
  • Bilingualism (French and English), both written and spoken.
  • Excellent communication skills, including tact, diplomacy, and teamwork.
  • Excellent judgment, initiative, autonomy, thoroughness, and flexibility.
  • Knowledge of applicable fire safety laws, codes, and standards.
  • Demonstrates analytical and problem-solving skills.
  • Ability to work under pressure.
  • Ability to use ladders and stairs on multiple floors.
  • Be exposed to varying environmental conditions, significant temperature fluctuations, and inclement weather.
  • Resides within 20 km of the Port of Montreal (an asset).
