Salary :     Minimum 121 067$   -   Maximum 148 302$


Under the supervision of the Construction Director, the project officer is responsible for the management and execution of multidisciplinary infrastructure development, repair, or improvement projects necessary for the Contrecoeur project. They define, plan, organize, coordinate, and control the activities and resources required for these projects. They manage the construction sites assigned to them. They conduct the requested studies and assessments. Based on their technical expertise, they contribute to and recommend solutions to the challenges and projects entrusted to them.

Providesupportforprojectdesignandplanning:

 
  • Identify needs and participate in the design of plans, estimates, and specifications used to prepare tender documents for the execution of works.
    • Analyze and define requirements with all internal and external stakeholders (Ministry, cities, customers, terminal operators, etc.);
    • Prepare terms of reference for the awarding of contracts to consultants for study and design services;
    • Validate studies, drawings, and specifications and issue recommendations;
    • Perform and validate cost estimates for professional services and work submitted by consultants.
    • Follow up with suppliers and consultants during the bidding period. Participate in the technical analysis of bids received, recommend the awarding of contracts on technical and organizational grounds, and ensure that projects are carried out in accordance with budgets, deadlines, and expected quality standards.
  • Work with the procurement team to determine the bidding strategy.
  • Participate in analyzing bids received and recommending contract awards.

Providesupportforthecompletionofassignedprojects:
 
  • Plan and coordinate the activities of internal and external resources assigned to projects, in a collaborative manner, in order to minimize the impact on the Contrecoeur terminal project and ensure that costs, deadlines, and quality standards are met.
  • Ensure the smooth running of the work:
    • Coordinate the work with day-to-day operations to minimize impacts;
    • Ensure that the work complies with the specifications (respect for budgets, deadlines, and technical quality).
    • Convene, organize, and lead site meetings.
 
    • Develop or participate in the development of changes or adjustments to be made in the execution of the work, if required.
    • Ensure compliance with environmental standards, develop and implement working methods in accordance with the principle of sustainable development.
    • Ensure compliance with current health and safety rules in accordance with the project management framework program for all stakeholders.
  • Validate the progress of work by contractors on a monthly basis and certify amounts payable.
  • Approve change requests and justify cost variances.
  • Certify compliance of work on behalf of the APM and perform a project closure review.
  • Provide the information needed to prepare capital project requests.
  • Analyze requests made by the PP and issue recommendations in accordance with the project agreement.
  • Validate compliance with the contract and collaborate with various BGP experts on a range of topics.
  • Ensure the technical rigor of various studies and work by sharing knowledge and expertise related to project operation and implementation. Demonstrate technical openness to the applicability of new technologies and solutions while weighing the advantages and disadvantages of their potential deployment.
Participate, as required, in the continuous improvement of processes in this position and/or with the department.

Qualifications
  • Bachelor's degree in engineering (civil, construction, electrical).
  • 10+ years of relevant experience.
  • Member of the Ordre des ingénieurs du Québec.
  • ASP card holder.
  • Experience working on multidisciplinary projects is an asset.
  • Familiarity with construction standards (CCDG, BNQ, AREMA, CSA).
  • Proficiency in Office and Visio.
  • Rigorous and strong organizational, coordination, and planning skills.
  • Critical and analytical thinking.
  • Ability to solve problems under tight deadlines.
  • Bilingualism in spoken and written French and English.
