Under the supervision of the Head of Talent and Culture, the Talent and Culture Business Partner serves as a strategic partner and consultant to managers in the sectors assigned to him or her.
In a unionized environment within a federally regulated organization, he or she supports managers on all issues related to human resources management, particularly in the areas of labor relations, talent management, organizational development, and change management. He or she contributes to the implementation of HR solutions aligned with business objectives, organizational values, collective bargaining agreements, and the applicable legal framework.

Key Responsibilities:
HR Business Partnership
- Serve as a strategic partner to managers and advise them on managing their teams and addressing human resources challenges.
- Understand the operational realities of the sectors served and propose HR strategies tailored to business needs.
- Support managers in developing their leadership skills and applying management practices.
Labor Relations
- Advise managers on the interpretation and application of collective bargaining agreements, internal policies, and applicable laws.
- Provide support in managing complex labor relations cases, particularly regarding performance, attendance, accommodations, investigations, disciplinary and administrative measures, grievances, and conflict resolution.
- Represent the employer at employer-union meetings and labor relations committee meetings; prepare case files; formulate recommendations; and ensure that decisions are followed up on. Participate in activities related to collective bargaining agreement renewals.
- Monitor changes in legislation, regulations, and best practices in labor relations.
Talent Management, Acquisition, Organizational Development, and Training
- Support managers in acquiring, developing, and retaining talent.
- Advise managers on identifying their workforce needs and support them in developing strategies for attracting, recruiting, and selecting candidates.
- Manage recruitment activities, including needs analysis, defining job profiles, conducting selection interviews, and onboarding new employees, for their respective departments.
- Identify skill development needs and contribute to the development of training strategies tailored to team needs and organizational priorities.
- Collaborate on the planning, implementation, and follow-up of training and skill development activities.
- Support initiatives related to leadership development, engagement, employee experience, and change management.
- Support managers in implementing practices that promote continuous learning, succession planning, and employee development.
- Contribute to the rollout of programs and initiatives led by the Talent and Culture department.
Continuous Improvement
- Participate in strategic HR projects and contribute to the evolution of management practices, processes, and tools.
- Make recommendations aimed at continuously improving the services provided to managers and employees.
Qualifications:
- Bachelor’s degree in industrial relations, human resources management, or a related field.
- At least five (5) years of experience in an HR business partner or HR generalist role.
- Significant experience in labor relations in a unionized environment.
- Experience in a federal jurisdiction (an asset).
- Excellent knowledge of the Canada Labor Code and the legislative obligations applicable to employers under federal jurisdiction (an asset).
- Member of the Order of CHRPs or CIRAs (an asset).
- Demonstrated ability to provide strategic advisory services to managers at various levels.
- Inspiring leadership, influence, and the ability to build trusting relationships.
- Professional judgment, managerial courage, and political acumen.
- Excellent command of French and English, both spoken and written.
- Proficiency in Microsoft 365; knowledge of SAP or an HRIS (an asset).
