Description
Under the supervision of the Vice-President, Communications and External Relations, the incumbent works closely with the Communications Department and senior management, as well as with all departments of the Montreal Port Authority. He or she is responsible for developing content and strategies for stakeholder relations, particularly with the various levels of government and associative partners active in Greater Montreal, elsewhere in Quebec and across Canada. In line with the organization's strategic planning, she acts as a strategic advisor to senior management on key projects, and actively contributes to the development of content and messages.
She participates in activities related to relations with elected government officials, in close coordination with senior management, and ensures the realization of various targeted communications related to public policies, government programs and APM priorities.
In addition, she develops relationships of trust with key stakeholders, based on a mutual understanding of the issues at stake, and maintains proactive exchanges with government and association contacts. She is also called upon to coordinate the hosting of national and international delegations as part of protocol visits, thus contributing to the organization's influence in its business and institutional circles.

Strategic watch and analysis
- Actively monitors political and government news at municipal, provincial and federal levels (municipal councils, Quebec National Assembly, House of Commons, Senate, newswires, social media, etc.).
- Identifies information relevant to APM's objectives and conveys it in a structured manner in the form of reports, analyses or recommendations.
- Participates in public or sectoral events to gather information useful to the organization's public affairs strategies.
Relations with public decision-makers and associative partners
- Establishes, develops and maintains relationships of trust with government decision-makers and associative partners in Greater Montreal, Quebec and Canada.
- Identifies relevant strategic contacts for APM.
- Coordinates regular meetings, follow-ups and exchanges with elected officials, civil servants, community leaders and organization representatives.
- Provides timely and relevant information on APM activities and priorities.
- Maintains stakeholder monitoring tools.
Strategy, positioning and content
- Recommends stakeholder relations strategies for APM's current activities and major projects.
- Supports the implementation of these strategies and uses the means at his or her disposal to ensure their implementation.
- Collaborates with internal teams in the drafting of briefs, position papers, speeches, summaries and other strategic documents.
- Contributes to the preparation of content for meetings and events targeting political or associative audiences (PowerPoint, arguments, memos).
- Participates in the development of APM positions on specific issues, ensuring their formulation and dissemination.
- Collaborates in drafting speeches, briefs and presentations for the President and CEO or other members of senior management.
Visits, protocols and outreach
- Coordinates, in collaboration with the Communications department, the Port's protocol or institutional visits (political delegations, partners, international missions, etc.).
- Prepares content, briefing documents and language elements associated with these activities.
- Supports the organization of APM events aimed at public decision-makers and strategic partners.
Issues management
- Collaborates in the development and implementation of issue management strategies.
- Participates in the work of the communications unit responsible for issues and crisis management, as required.
- Develops and maintains a structured process for tracking meetings and commitments, using an appropriate system or tool.
- Participates in the continuous improvement of processes related to his/her functions or department.
- Performs any other related tasks in support of APM objectives.
Qualifications
- University degree in communications, political science or related discipline.
- Minimum 10 years' relevant experience in a similar position.
- Proficiency with Office 365
- Interest in public policy, particularly in the fields of transportation and economic development
- Excellent oral and written communication skills, in French and English.
- Strong writing and content production skills.
- Good work capacity, high flexibility, professional integrity and willingness to take initiative.
- Sound judgment regarding issues and people.
- Above-average skills: tact, diplomacy, persuasiveness and interpersonal skills.
- Ability to represent the organization in various forums, meetings and external events.
- High work speed, both for tasks requiring detail and precision and for those of a more strategic nature.
