Job Summary

Provide strategic and operational management of maritime transportation in the area under the jurisdiction of the Montreal Port Authority (MPA), ensuring efficient and safe vessel movements, compliance with the requirements of the Canada Marine Act, and the promotion of a culture of excellence, innovation, and safety within the organization.

Main responsibilities

Maritime transport management and operations
    • Develop, implement, and monitor policies, regulations, and procedures to ensure the safety, efficiency, and optimization of port operations.
    • Propose and coordinate operational and technological improvements to support performance and innovation in maritime transport.
    • Oversee maritime activities, define and monitor operational performance indicators, and ensure the quality of service provided to users.
    • Manage billing, claims, and arbitrate maritime usage disputes proactively and strategically.
    • Develop performance indicators for maritime operations and ensure consistency with the APM's overall operations dashboard.

Stakeholder relations and external representation
    • Maintain and develop strong relationships with shipowners, shipping agents, terminal operators, customers, and external stakeholders.
    • Represent APM in committees, working groups, and public bodies related to maritime access, dredging, and water flow regulation.
    • Communicate APM's strategy and priorities to external partners, while promoting a professional and positive image of the organization.

Leadership and team management
    • Define the team's operational and strategic objectives, manage budgets, and optimize human and material resources.
    • Supervise, motivate, and develop your team by monitoring performance and identifying training needs.
    • Collaborate with union representatives to enforce collective agreements and promote employee health, safety, and well-being.
    • Embody and promote the values and culture of the APM, ensuring that operational excellence and compliance with standards are applied by all.

Strategic development
    • Provide technical and strategic expertise for analyzing the needs of port users and tenants.
    • Develop and monitor port performance indicators in collaboration with Transport Canada and other authorities.
    • Negotiate and promote solutions to optimize maritime access and support the port's sustainable growth.
    • Actively participate in developing the MPA's strategic directions for maritime transportation and port development.

Requirements
    • Hold a captain's license (ocean-going or inshore) or equivalent* or be a Royal Canadian Navy officer with a large surface vessel command qualification that meets the criteria of the civil maritime certification process described in Transport Canada's Marine Safety Bulletin 24/2023**.
    • Minimum of 6 years of experience in maritime transport and operational analysis, including at least 5 years in team management, ideally in a unionized environment.
    • Bilingualism in French and English and excellent written and oral communication skills.
    • Valid driver's license.
    • Proven ability to represent the organization to external partners and promote a professional image.
